How do I set the default FPM actions (Hot Key = Enter) (without assigning it to a button)

According to the SAP documentation it is possible to set the default action without assigning it to a button.

However, I can't figure out where to do it. I think it should be somewhere in the OVP configuration, but I just can't find it
